Right, there are a number of things you can do here. First up, I'd remove the specks - you could use despeckle, but that tends to lose detail - so I'd use the Spot Healing Brush (say 17px 80% hardness) to fix them. Just dab it. Why 17px? Because it's just a bit bigger than any of the flecks - 80% so the edges aren't too hard.

Next I'd be tempted to fix the bright corner in the lower right - simplest way is just to create an action to reduce Brightness -5 increase Contrast +1 and Deselect. Then use the Lasso (feathered 5px) to select an area. Click the action. Select a new area, click it - repeat until the shade is more uniform. Why repeatedly select/deselect? To prevent steps from being visible. You can do a similar thing to lighten stubborn areas too. Better than Dodge/Burn because it adds contrast at the same time.

Final step would be sharpening - since there's a bit of noise some HighPass Sharpening would be my preference.

Now, why didn't I add an image? Simple - you need to provide a far higher res scan to give us the detail we need, particularly for the Sharpening :)
