I'm signing off for two weeks whilst I go exploring (and photographing) North West Argentina.

Here's a favourite spot of mine and one of very few in the UK which I really miss.

Composition is nice.  The pier leads ones ey from the right hand side of the frame to the left in a gentle curve.

You could loose a bit of the top of the frame and have more of a panoramic feel.

Also white area on the right is a bit over exposed.  Try using the Burn tool to see if you can pull some detail from the original.  And perhaps some careful lightening of the people might help.  Just bring out a bit of detail in them.

Finally, the sky is a bit noisy.  That's easy to fix.  Simple solution would be to select and use the Blur tool.  Or you could use software such as Neat Image.

Looking forward to some Argentina shots.

Not sure about cropping the top; it feels a bit tight to me then. What you really needed, IMO, was a stronger sky. Some nice white fluffies would be very useful here I think.
