OK, tried a few things to see what I could make out of this sow's ear (  ;o).  Used the Transform/Distort to pull the left hand poles vertical.  Cropped.  Cloned out some of the background.

A silk purse?  Sorry, have to leave that level of transformation up to Adrian.

Interesting shot. Flags are good - colourful, and contrast well with the blackness around them. Try rotating it 1.8°CW for a start, as the building isn't straight - that's the real horizon here, then it's a matter of fiddling around with everything else until you get it straightened out - if that's important to you, skew and barrel distortion correction would be my choices here.

My main suggestion would be to run Shadows/Highlights though - S:50 brings out the flags a lot more, and since they're the subject, I'd say that's a good thing ;)

Idea's good - but I think perhaps a more distant vantage point with a telephoto would make the flags bigger in the scene - and also make the building look stronger too, assuming you want to.

P.S. I think Bob's being a bit harsh - it's a long way from a sows ear. It's not quite a silk purse either, but as a scene, it's got potential!

Aah finally some critique on this one.
I do like the revision Bob.
I'm thinkign a windier night to blow the flags out may add more colour perhaps. argh you know how you have an idea but struggling to come up with the desired photo!
