Not sure I remember all the details.  Obviously cropped and cloned out the bright lights.

I think the sequence was remove color (convert to B&W), replace color with red and then play with hue/saturation until I got the resulting color, pump up the contrast to just below where the sky blew out, reduce size, sharpen.

Oh, and selected/removed noise from the sky.

Didn't really take very long.  Next one would be a snap.

I'm loving this approach.  I don't think that I could have made as interesting a shot if I had processed my normal way.

Here's a "real color" version.  Didn't crop it the same - monochromatic version crop is better.

Sorry to disgress...but a bit of a faux sepia/doctored feel.  I like the real deal better.
