This photo was taken at the Fort of Breendonk in Willebroek, Belgium.  Breendonk was used as a prison camp during WWII, and this is a photo of the top of fence that surrounds the area.

This is a very strong image and knowing where it is from emphasises the bleakness of the grey sky and bare trees.  Well framed.  Had you been able to get up higher and closer you could have shot more down the fence line and created a lot more depth, but I imagine that wasn't an option.

One of the things that works well is how the lines of wire start widely spread high on the left and converge in the lower right.  That uses the entire frame by carrying the viewers eye from one extreme to the other.

I used the Skew tool to straighten the fence post in the right corner, increased contrast, and sharpened.

I'm always amazed how an image can capture the feeling of a place.  Well done Brian.  Bob's revision makes the sky more dramatic and the square crop being a bit unusual adds to the effect.
